Description
The Wyoming Department of Health is seeking a consultant to conduct a comprehensive assessment of the Wyoming Life Resource Center business office and fiscal operations. The scope includes reviewing and revising fiscal policies and procedures, evaluating internal controls and operational risks, optimizing billing and revenue-cycle processes across the facility’s ICF/IID and SNF programs, and modernizing manual and legacy workflows for Medicare, Medicaid, private insurance, resident contributions, fiscal statements, and state appropriations. Required deliverables and activities include a fiscal gap analysis, updated policy and procedure manual, fiscal excellence roadmap, risk-management plan, weekly and monthly progress reporting, final reporting, staff training, knowledge transfer, and an exit strategy. The contractor must demonstrate expertise in CMS requirements for SNF and ICF/IID operations and participate in privacy and security compliance documentation if new technology is recommended. The engagement includes periodic on-site reviews and meetings, along with virtual collaboration, and may involve access to personally identifiable information and protected health information under a required Business Associate Agreement.
