Description
Utah County Human Services is soliciting proposals for an evidence-informed intergenerational poverty reduction methodology, a supporting outcomes and network-tracking database, County staff training and certification, and ongoing fidelity oversight under a single fixed-price annual agreement. The vendor will provide the methodology, train County-employed staff to implement it, support certification maintenance, and conduct fidelity reviews; Utah County will retain and employ all direct-service staff. The methodology must address two or more family generations, use human-centered design at the community level, build social capital, support coaching and systems navigation, and produce measurable family- and community-level economic-mobility outcomes. The database must integrate with the County’s existing environment, support resilience scoring, phase-based progress tracking, structured partner-network metrics, data export for DWS/TANF-compliant reporting, multifactor authentication, encrypted storage, and documented access controls. The vendor must provide database and methodology training, annual fidelity reports and corrective-action frameworks, quarterly program reviews, outcomes and economic analysis, grant-reporting and DWS compliance support, and program-status documentation. Vendor personnel must successfully complete Utah Bureau of Criminal Identification background checks before beginning work. Proposals must include the signed pricing schedule, non-collusion certificate, qualifications and methodology narratives, implementation history and references, database and compliance documentation, training framework, certificates of insurance, and BCI background-check policy and compliance documentation.
