Description
Mississippi State University is soliciting a comprehensive contractor for garbage, rubbish, cardboard, and recyclable-material collection and transportation serving the main campus, remote campus, agricultural experiment stations, and other affiliated locations. The scope includes furnishing and maintaining dumpsters, compactors, roll-offs, carts, recycling containers, vehicles, labor, facilities, and related supplies; transporting materials to approved disposal or recycling facilities; maintaining sanitary and appearance standards; and providing routine, residential, special-event, emergency, and Greek Life alternate services. The contractor must provide collection schedules, continuity and emergency plans, monthly service and tonnage reports, annual sustainability reporting, recycling and contamination-reduction support, quarterly sustainability meetings, and optional technology capabilities. The proposal must include separate technical and cost proposals, complete pricing worksheets, a cover letter, corporate credentials and references, operations and sustainability plans, a signed Appendix A signature page, and proposed reporting samples. The initial contract term is five years with up to three additional 24-month renewal periods. Subcontracting is not permitted except for emergency service, equipment, or transportation made necessary by labor or equipment problems, unless otherwise approved in writing.
