Description
The Defense Logistics Agency is soliciting proposals for a firm-fixed-price, indefinite-delivery/indefinite-quantity contract covering removal, transportation, treatment, disposal, and recycling of RCRA and non-RCRA hazardous waste, state-regulated and non-state-regulated waste, universal waste, compressed gases, PCBs, PFAS and AFFF-related waste, batteries, and other waste streams. The scope also includes sampling and analysis, waste characterization and hazardous-waste profile sheets, lab packing and loose packing, overpacking, bulk wastewater management, certificates of disposal or destruction when required, rolloff box, vacuum box and FRAC tank rentals, expedited removals, and industrial cleaning services using two- or three-person crews and specified vacuum and power-washing equipment. Work may occur at military installations and pickup locations throughout the South Carolina region and within 50 miles of listed pickup locations. The acquisition is a 100% Small Business Set-Aside under NAICS 562211. The contract includes a 30-month base period from March 2027 through September 2029 and a 30-month option period, with a $25,000 contract minimum and a maximum equal to 150% of the estimated contract value. Contractors must comply with the 50% limitation on subcontracting, use qualified facilities and transporters, and provide required regulatory, shipping, performance, and disposal documentation. Past performance is significantly more important than price in the best-value trade-off evaluation.
