Description
The City of Columbia is seeking contractors to qualify for and be shortlisted under Indefinite Delivery Contracts for wastewater mainline and service line rehabilitation, repair, replacement, and related infrastructure work. The scope may include wastewater mains, service laterals, manholes, excavation, bypassing and control of wastewater flows, pipe and structure installation, testing, monitoring, roadway repair, site restoration, and related documentation. Contractors may qualify for minor work, major work, or both, and are not required to offer every service in the scope. The City clarified that 24/7 emergency-response capability is discretionary rather than a submission requirement. Shortlisted contractors may later receive project-specific requests for pricing or proposals, awarded according to each project's scope and requirements through lump-sum bids, unit-price bids, negotiated proposals, or a combination. The City has not provided an estimated contract value because work will be issued as needed. Project-specific scopes and bid forms will be provided to shortlisted firms when opportunities become available.
