Description

The U.S. Department of Agriculture's Agricultural Research Service is seeking a contractor for hazardous and non-hazardous waste disposal services supporting five research units. The scope includes scheduled pickup, segregation, classification, lab packing, packaging, labeling, manifest preparation, transportation by licensed and insured waste transporters, and treatment or disposal at authorized EPA-permitted facilities. Waste may include commercial chemicals, containerized laboratory waste, solvents, oils, universal waste, fluorescent lamps, batteries, pesticides, compressed gases, reactive or explosive chemicals, PCB-contaminated materials, and unknown chemicals requiring analysis. The contractor must provide labor, containers, packing media, labels, manifests, regulatory paperwork, personal protective equipment, vehicles, licenses, permits, training documentation, emergency assistance, analytical services when authorized, and annual waste summaries. Services will be performed during normal business hours at the Madison and Marshfield research units, with Madison-area units generally serviced six times annually and the other units annually. The anticipated contract is firm-fixed-price, indefinite-delivery/indefinite-quantity, with a base period and four option years; individual task orders will be issued as needed. Quotations must include pricing and past-performance questionnaires for both the prospective prime contractor and subcontractors.
