Description
The County of Maui Office of Recovery is seeking one or more qualified real estate appraisal firms or individuals to support the Strategic Voluntary Mitigation Buyout Program under the Community Development Block Grant-Disaster Recovery program. Services include independent appraisal of eligible real property interests, including fee simple, leasehold, easement, tenant-owned improvement, and other compensable interests, using post-disaster fair market value and highest-and-best-use analyses consistent with USPAP, federal requirements, the Uniform Relocation Assistance and Real Property Acquisition Policies Act, and program-specific requirements. The appraiser must personally inspect each property, provide owners and leaseholders an opportunity to participate in inspections, analyze title and property interests, and prepare appraisal reports suitable for County and HUD review. Each appraisal assignment requires one electronic PDF and one editable digital copy within 60 calendar days after a written Notice to Proceed. The proposal must include qualifications, comparable projects, staffing and organizational information, legal and compliance certifications, a work approach, and flat-fee pricing by property. The proposed work approach is limited to 15 pages. Addendum No. 2 revises the proposal deadline to October 15, 2026, at 4:00 p.m. Hawaii Standard Time.
