Description
The County of Maui Office of Recovery is seeking one or more qualified appraisal firms to support the Luakini Street Extension Project, a federally funded infrastructure project. The anticipated work covers approximately 15 non-residential parcels and may include fee-simple acquisitions, partial acquisitions, permanent and temporary easements, ground and other leasehold interests, access rights, tenant-owned improvements, and other compensable real property interests. The selected contractor must prepare narrative appraisal reports suitable for acquisition, appraisal review, just-compensation determinations, and potential eminent-domain proceedings. Services include property inspections, before-and-after valuation analyses, highest-and-best-use analysis, severance-damage analysis, valuation of improvements and leasehold interests, appraisal updates, review-comment revisions, litigation support, and possible expert-witness services. Work must comply with USPAP, the Uniform Relocation Assistance and Real Property Acquisition Policies Act, 49 CFR Part 24, applicable Hawaii law, and County and federal requirements. Appraisal reports are due within 60 calendar days after each written Notice to Proceed. Pricing must use a flat-fee structure, including parcel appraisal fees, optional-year updates, litigation support, and expert-witness services.
