Description
The Town of Surf City is soliciting proposals from a qualified Contract Appraiser to support its Coastal Storm Risk Management beach nourishment project. Anticipated services may include reviewing ownership, easement, survey, mapping, title, and property information; inspecting properties; analyzing larger parcels, highest and best use, and market data; valuing easements and other real property interests; performing before-and-after analyses for partial acquisitions; evaluating impacts to remainder property; preparing appraisal reports; responding to review comments; and coordinating with project representatives. The proposed appraiser must hold an active North Carolina Certified General Real Estate Appraiser credential and demonstrate experience with the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA/Yellow Book), partial acquisitions or easements using the before-and-after methodology, and complex real property valuation assignments. The proposal must include a cover letter, appraiser resume and certification information, relevant experience, one fully redacted qualifying sample appraisal report, three professional references, and availability and fee information. Final appraisal requirements will be established in a project-specific Scope of Work after qualification review, and work may begin only after written authorization.
