Description
The Allegheny County Sanitary Authority is soliciting Letters of Interest and Statements of Qualifications from firms to provide professional underground utility locating services. The complete scope is intended for one firm and includes qualified personnel, vehicles, paint, flagging, locating equipment, PA One Call response, facility locating, mapping and records maintenance, photographs, reports, notifications, and management of incoming PA One Call tickets through Utilisphere or compatible software. The consultant must purchase Utilisphere or compatible ticket-management software. Addendum No. 1 clarifies that a daily field inspection report is not required and that minority-, women-, and service-disabled veteran-owned business participation is an evaluation criterion that may be satisfied directly or through subconsultants. Electronic qualifications submittals must be submitted in PDF format and received by 2:00 p.m. EDT on October 21, 2026. An acknowledgment of RFQ Addendum No. 1 must be signed and attached to the offeror's submittal. An informational Microsoft Teams meeting was held on October 1, 2026; attendance was not mandatory.
