Description
Cascade County is seeking one or more professional consultants or firms to review and update its land use planning regulations and ordinances to address Montana legislative changes from 2013 to the present, support current county needs, and prepare for future growth and development. The scope may include the Growth Policy, Floodplain Regulations, Subdivision Regulations, Zoning Regulations, Buildings for Lease or Rent Regulations, and Community Decay Ordinance. The selected professional(s) will review existing documents, identify legally necessary updates, prepare draft and final revisions, conduct research and develop implementation strategies, coordinate with county staff, provide public-notice and community-engagement support, facilitate meetings and hearings, and present updates to the Planning Board, Zoning Board of Adjustment, and Board of County Commissioners. Proposals must include a methodology and schedule, organizational and team qualifications, at least three governmental references, a technical proposal, exceptions or deviations, and a project cost estimate. The proposal is limited to 50 single-sided pages, must use at least 12-point font, and must be signed by an authorized agent.
