Description
The 341st Civil Engineering Squadron requires a Tridium-certified contractor to physically assess 58 buildings and develop a scalable engineering, topology, scope, and cost plan for connecting them to the existing Environmental Management Control System (EMCS)/COIN network. The contractor must assess facility systems, identify equipment vulnerabilities, recommend software and hardware improvements, and provide a step-by-step connection plan that accounts for facility priorities, costs, and feasibility. The work includes cyber risk mitigation and documentation of the proposed network topology and implementation approach. The contractor must also provide EMCS firmware/software sustainment support, including quarterly software and security updates delivered by hard disk or downloadable applications. The base assessment must be completed within 180 days of award, and the initial software maintenance period is 12 months, with four additional 12-month option periods. All on-site personnel must have appropriate qualifications, and offerors must submit verifiable proof of active Tridium certification, a completed SF 1449 with fully burdened monthly rates, and a capability and schedule statement addressing the survey approach, staffing, sequence, resources, and milestones.
