Description
The U.S. Navy is soliciting sealed bids for the purchase, harvesting, loading, removal, and subsequent ownership of approximately 877 marked trees containing an estimated 281,190 board feet across two tracts totaling approximately 111 acres at Naval Weapons Station Crane. The purchaser must furnish all labor, equipment, materials, logging operations, haulage, site cleanup, road and skid-trail repairs, slash disposal, erosion controls, and environmental protections required to complete the work. The sale is firm-fixed-price and must be performed on an all-or-none basis. Bids must include Standard Form 114 and bid security equal to 20% of the bid price, subject to the solicitation's stated exception for bids below $500. The successful purchaser must provide a 25% performance bond or acceptable irrevocable letter of credit after award, as well as insurance coverage including general liability, automobile liability, workers' compensation, and employer's liability. The contract term is two years from award, with seasonal harvesting restrictions related to Indiana bat habitat and extensive installation-access, safety, environmental, and logging requirements. Performance submittals such as the Accident Prevention Plan, Activity Hazard Analyses, safety-officer designation, training proof, and Indiana logging certification are required after award or before work begins rather than with the bid.
