Purchasing Solutions Alliance (PSA), a nationwide non-profit cooperative purchasing program of the Brazos Valley Council of Governments (BVCOG), is soliciting proposals from experienced and qualified vendors to provide pharmaceuticals for correctional facilities to PSA Members and/or prospective Members involved with Correctional Facilities. RFP 26-228 may be accessed, and inquiries made at PSAbuy.org/Solicitations. Proposal due date: 3:00 pm CT October 1, 2026. PSA reserves the right to reject any/all proposals, to waive informalities and irregularities, to re-advertise, and to otherwise proceed when in the best interest of PSA. Description
Purchasing Solutions Alliance is soliciting proposals for a cooperative contract covering pharmaceuticals and related services for correctional facilities. Required offerings include a broad range of prescription and over-the-counter medications, controlled substances, intravenous medications, vaccines, durable medical supplies, patient-specific dispensing, medication packaging and labeling, order verification, delivery, formulary support, pharmacy consultation, reporting, and emergency or alternate ordering support. The contractor must provide secure, compliant handling of pharmaceuticals; maintain applicable pharmacy, wholesaler, controlled-substance, and DEA licenses and registrations; comply with applicable FDA, USP, Drug Supply Chain Security Act, health-care, privacy, and correctional-health standards; and provide an electronic ordering and reporting system with medication-safety screening and data-security controls. The solicitation requests a technical response, cost proposal, at least three recent public-sector references, required certifications, an ethics policy, and specified Texas compliance forms. The resulting cooperative contract is for indefinite quantities, with no guaranteed purchases, and PSA may award multiple contracts.
