Description
The Department of Veterans Affairs is soliciting a firm-fixed-price, indefinite-quantity contract for routine, same-day courier services. The contractor must provide personnel, labor, supervision, transportation, climate-controlled and fully insured vehicles, spill kits, and personal protective equipment for pickup and delivery of laboratory specimens, pharmaceuticals, medical supplies, office supplies, files, and mail. Services will be performed Monday through Friday, excluding federal holidays, between the Stratton VA Medical Center and specified outpatient clinic and office locations. Drivers handling medical or laboratory materials must complete annual bloodborne-pathogen, hazardous-materials, HIPAA, frozen-transportation, and dry-ice training. The work requires documented chain of custody, temperature control, secure handling of confidential materials, compliance with applicable regulations, and adherence to specified pickup and delivery deadlines. Quotes must include a technical narrative, completed price/cost schedule, training evidence, past-performance evidence, and regulatory-action disclosures. Amendment 002 adds Wage Determination 2015-4169 for Clinton, Essex, Franklin, Lewis, and St. Lawrence Counties.
