Description
The City of Houston's Human Resources Department is seeking a vendor to provide one comprehensive employee engagement survey cycle per contract year for approximately 22,000 full-time and part-time employees, along with survey design, administration, communications, participation monitoring, reporting, benchmarking, and leadership action-planning support. The selected approach must support a minimum participation objective of 39%, maintain core year-over-year comparability while allowing City-specific content, provide quantitative and qualitative questions, support WCAG 2.1 AA accessibility, and offer clear thematic analysis of open-ended responses. Hybrid administration is required, including desktop/mobile access, QR codes, paper surveys, and kiosk/tablet options for field-based and non-desk employees. The vendor must lead communications and boots-on-the-ground outreach, provide department- and leader-level reporting, facilitate executive and leadership debriefs and I&E Champion sessions, and deliver final reports within 30 calendar days after survey closure. The City prefers public-sector benchmarking, requires continental-U.S. data hosting and SSAE SOC 2 security controls, and expects the first survey launch in March 2027. Pulse surveys, historical data migration, integrations, and additional translations are optional services to be separately priced.
