Description
The Port of Houston Authority is requesting proposals from qualified consultants to augment its Grants Department on an as-needed, task-order basis. Services include preparing partial or complete grant applications; researching potential grant programs; reviewing and interpreting Notices of Funding Opportunities and advising on alignment with Authority priorities and projects, including score optimization; supporting grant agreement negotiations and schedule, budget, and scope modifications; and coordinating and monitoring sub-recipients. The work may involve federal, state, and regional transportation and infrastructure grant programs, including PIDP, BUILD, MPDG, DERA, MARAD, and TxDOT programs. FEMA-related projects are excluded. The selected consultant should have knowledge of marine facilities, grant programs, terminal operations, planning, transportation, innovation and green projects, and cargo handling, and should present findings using quantitative, systems, and economic data. Work will be predominantly remote through Microsoft Teams, with possible onsite work at Port Houston facilities for specified project milestones. Each task will be assigned through a task order and priced using estimated hours or a fixed price; the solicitation's price exhibit anticipates 400 total staff hours across application preparation and grant-program research.
