Description
The State of Connecticut seeks a consultant or firm to conduct staffing studies for the Division of State Police within the Department of Emergency Services and Public Protection and for correctional custody and counseling functions within the Department of Correction. The work includes zero-based and workload-based staffing analyses, review of operational data, staffing models, shift relief factors, workforce deployment, labor and statutory requirements, technology efficiencies, facility and jurisdiction characteristics, crime and incident trends, and best-practice comparisons. The contractor must produce actionable final reports for each agency, including validated staffing recommendations, operational risk assessments, efficiency opportunities, modernization roadmaps, repeatable analytical tools, forecasting and scenario models, and implementation-oriented recommendations. A supplementary scope may cover all DOC personnel beyond custodial and counseling staff. The anticipated contract period is approximately December 1, 2026, through February 26, 2027, with possible extension by mutual consent. Proposals may be awarded separately for the DESPP and DOC scopes.
