Description
The City of Moorpark is seeking qualifications and proposals from experienced consultants to conduct a feasibility analysis for establishing an Enhanced Infrastructure Financing District (EIFD). The work will evaluate potential district boundaries, baseline assessed values and tax allocation factors, short-, medium-, and long-term property tax increment projections under multiple growth scenarios, eligible capital and infrastructure projects, bonding and financing capacity, participation by the County of Ventura and other taxing entities, and fiscal impacts on the City's General Fund. The consultant must also address legal, procedural, and policy requirements; provide a go/no-go recommendation and implementation roadmap; prepare an executive summary, presentations, maps, and other stakeholder materials; and present findings at up to two public meetings. The solicitation requires demonstrated EIFD feasibility-analysis experience and at least three successful EIFD formations. The Statement of Qualifications/Proposal is limited to six double-sided pages, excluding the cover letter, resumes, and references. A separate, sealed cost proposal PDF is required, and the selected consultant will enter into a professional services agreement with specified insurance requirements.
