Description
The City seeks an organization to identify and/or secure a site and acquire and develop a non-congregate shelter for individuals and families experiencing homelessness and other eligible HOME-ARP qualifying populations. The project may involve acquisition only, rehabilitation, or new construction. The selected organization will also operate and manage the shelter and own and maintain the facility during the applicable restricted-use period. Up to $2.4 million is available, and the City may make one or multiple awards. Proposals must describe the proposed site and project, development approach and timeline, accessibility, staffing, supportive services, team experience, and any conversion plans. Applicants must submit a detailed development budget and funding plan, a 15-year operating pro forma, project-support documentation, and required federal compliance materials. The RFP includes a proposal cover page, identity-of-interest disclosure certification, and non-collusion affidavit; the affidavit must be notarized. The solicitation accepts submissions by email, in-person delivery, USPS mail, or courier. In-person and mailed submissions require two printed documents with original signatures and an electronic version on a flash drive.
