Description
Gaston County is soliciting sealed bids for the collection, scanning, indexing, optical character recognition, and digitization of approximately 1,912 rolls of archived Public Health medical records. The vendor must create searchable, multi-page PDF files, index records by patient name, date of birth, and patient number when available, apply specified file-naming conventions, perform quality assurance, and deliver files compatible with the County’s Laserfiche system or another approved format. The scope includes pickup and documented chain of custody, secure transportation and storage, HIPAA-compliant handling of protected health information, encryption and access controls, file transfer and delivery, and return or authorized destruction of original microfilm. Bids must include technical and security responses, pricing, qualifications and experience, a completed Bid Form with base and unit pricing, a Business Associate Agreement acknowledgment, insurance proof or confirmation of insurability, a W-9, required certifications and affidavits, and other specified response materials. One original and five copies must be mailed or hand-delivered by the deadline.
