Description
The California Department of Transportation is seeking a consultant to assess recurring flooding and washouts affecting transportation assets along State Routes 78 and 86 near the Salton Sea, in Imperial County and extending 10 miles into Riverside County. The study will address increasing precipitation-driven flooding, infrastructure damage, roadway closures, delays, and access impacts affecting surrounding tribal lands and disadvantaged communities. The area has experienced nine emergency washout and flooding projects costing nearly $5 million over the past ten years. The work includes reviewing existing conditions and floodplain studies; conducting HEC-HMS hydrograph analysis and SRH-2D floodplain modeling for 50-year and 100-year storm conditions; assessing hydrologic risk and infrastructure vulnerability; developing climate-resilient adaptation strategies and designs; preparing a phased storm resilience treatment plan and related reports and graphics; and conducting public engagement in English and Spanish, including digital surveys and public-relations support. The scope also requires a tribal engagement plan involving the Torres Martinez Desert Cahuilla Indians.
