Description
The Seattle Office of Planning and Community Development seeks consultants for two workstreams supporting low-income legacy homeowners, defined as households at or below 80% of area median income, who want to pursue infill housing on their properties. Workstream 1 provides education, networking, community events, and information about development options, financing, zoning, and the development process. Workstream 2 provides direct, ongoing pre-development technical assistance, which may include project visioning, regulatory feasibility analysis, due diligence, project costing and pro forma development, financing options, site planning, legal support, permit materials, design and permit drawings, and permitting support. The program is funded through a federal PRO Housing grant and is intended to advance projects toward permit submittal while helping homeowners overcome financial, technical, and process barriers. The City anticipates awarding up to $200,000 per Workstream 1 consultant and up to $500,000 per Workstream 2 consultant, with one to three consultants potentially selected for each workstream. Both for-profit and nonprofit firms, including qualified engineering firms and teams using subcontractors, may apply. All reimbursable work must be completed by September 30, 2029.
