Description
The City of Seattle's Office of Planning and Community Development is seeking qualifications from eligible nonprofit organizations to become partners in the Partnership for Accessory Dwelling Unit Development (PAD) pilot. The program will support low- and moderate-income legacy homeowners with infill housing through homeowner guidance, lot splitting, ground-lease arrangements, permitting, financing, construction, and project management. The selected partner will develop and own two backyard homes, operate them as long-term rental housing for households earning up to 80 percent of area median income, and manage maintenance, property taxes, debt service, and ground-lease payments until the homeowner buys out the partner after approximately 10 years. The RFQ is intended to identify one or more nonprofit partners for an initial Phase 1 contract of up to $50,000 per partner. Phase 1 will support program design and partner operational readiness; construction funding for the anticipated 10-project, five-year pilot is not yet identified and may be addressed through a future closed-pool RFP. Responses must include the required questionnaire, nonprofit verification, solicitation response, cost and pricing, relevant experience and references, lobbying certification, and debarment certification.
