Description
King County is soliciting construction services for improvements at fuel and non-fuel underground storage tanks serving transit facilities. The scope includes cleaning, inspection, repair, and lining of seven existing USTs; permanent closure-in-place of three unused USTs; installation of supplementary sacrificial anodes for cathodic protection; replacement of tank-level monitoring and leak-detection systems; and installation of two aboveground storage tanks with associated footings, bracing, pumps, piping, sensors, and accessories. Additional work includes pavement and concrete removal and restoration, excavation, trenching, backfill, spill-bucket replacement, Washington State Department of Ecology site assessment, contaminated-soil hauling and disposal, and trench-excavation safety systems. Addendum 3 replaces the permanent-closure specification and requires employees performing the work to hold International Code Council UST Decommissioning certification. The engineer's estimate is $833,000, and the solicitation requires a bid guaranty of at least 5% of the total bid price, a minimum 10% utilization requirement for King County Certified Small Contractors and Suppliers, and a 10% apprentice utilization requirement.
