Description

The City of Seattle, through Seattle Public Utilities, is seeking a qualified consultant for an on-call contract supporting disaster debris readiness and response. Pre-disaster work includes major updates to the City's Debris Management Plan and related appendices and site reports, emergency contingency planning, disaster exercises and drills, staff training, procurement support, operational readiness advising, and waste-reduction and recycling support. Following a debris-generating event, services may include field and Temporary Debris Storage and Reduction Site monitoring, truck certification, QA/QC, data administration, daily reporting, public information support, FEMA compliance and reimbursement assistance, safety oversight, debris operations management, demobilization, site restoration, and coordination of hauling, disposal, composting, and recycling. The consultant must support sustained 24/7 operations and rapid mobilization of out-of-state resources. The revised scope also requires access to a Washington-licensed professional engineer for site evaluations, engineering plans, permits, approvals, and potential design or hazard-mitigation services. The contract has a not-to-exceed amount of $10 million over five years, no guaranteed minimum work, and an initial estimated planning and preparedness value of $400,000 to $500,000.
