Description
Seattle Public Utilities is seeking a consultant to modernize the City’s Standard Specifications for Road, Bridge and Municipal Construction. The work includes evaluating Microsoft Word and three alternative word-processing platforms; migrating the existing source file to the selected platform; reorganizing the specifications to align with the 2026 Washington State Department of Transportation divisions; updating cross-references and the automatically generated table of contents; and producing a document-management guide for future City updates. The consultant must deliver draft and final source files and PDFs, with full ADA Title II and Web Content Accessibility Guidelines 2.1 compliance. Accessibility work includes alternative text, table and list tags, proper heading levels and reading order, source metadata, preserved PDF accessibility tags, and an accessibility check report. The final deliverables must include an efficiently editable ADA-compliant source file and an ADA-compliant PDF. One contract is expected, with an estimated value of $120,000 to $150,000 and an estimated duration of two years.
