Description
The Hawaii State Department of Education is seeking a turnkey, remotely hosted Software as a Service learning management system for K–12 education, distance learning, blended learning, online courses, and professional development. The solution must support course creation and delivery, assessments, gradebooks, reporting, student and parent/observer access, mobile learning, video conferencing, accessibility compliance, standards-based interoperability, single sign-on, integrations with the Department’s student and personnel systems, and role-permissioned generative artificial intelligence with K–12 privacy guardrails and human review. The contractor must provide hosting, hardware and network management, technical support, system administration, maintenance, security, backups, disaster recovery, testing and staging environments, professional development, course migration from Canvas, and ongoing operational services. The contract is scheduled to commence upon execution, with full service performance beginning July 1, 2027, ending June 30, 2030, and allowing up to two additional twelve-month extensions. Proposals must be submitted electronically through HIePRO by October 1, 2026, at 4:30 p.m. Hawaii Standard Time; a hard copy of the original-signed Offeror Identification and Information Form is due within five working days after the proposal deadline.
