Description
The Federal Housing Finance Agency is soliciting law firms for multiple-award indefinite-delivery, indefinite-quantity contracts to provide legal and strategic advisory services. The scope includes state and federal litigation; litigation strategy and oversight; regulatory, policy, banking, securities, financial services, bankruptcy, real estate, antitrust, administrative, corporate, insurance, insolvency, artificial intelligence, privacy, conservatorship, and receivership advice; investigations; and fact-finding. Contractors may also be directed to provide court reporting, videography, electronic discovery, exhibit preparation, expert consultants and witnesses, and administrative or operational litigation support. Phase I requires a cover page and a Legal Experience submission, with an eight-page total limit including the cover page. The solicitation anticipates a Phase II involving personnel qualifications, resumes, a personnel matrix, pricing, representations and certifications, and, if applicable, a conflict-of-interest mitigation plan. The IDIQ ordering period runs from award through July 26, 2031, with a maximum ceiling of $30,000,000 per contract and a $1,000 minimum guarantee per awardee.
