Description
The City of Detroit, through its Office of Contracting and Procurement and on behalf of the Board of Ethics, seeks legal services for a preliminary written analysis of investigation #2026-02 concerning alleged violations of the City of Detroit ethics ordinance. The selected firm will review six matters in the Notice of Investigation, analyze applicable limitations periods and disclosure obligations, assess issues involving tax abatements, significant authority, family-member employment, and procedural notice and hearing requirements, and report its findings to the Board of Ethics. Respondents must demonstrate at least ten years of experience providing similar legal services and legal opinions, competence in municipal law, State Bar of Michigan membership, and at least three relevant references from the past five years. The contract term is one year, and the City anticipates making one or multiple awards. Required proposal materials include the respondent questionnaire, proposal introduction and technical approach, pricing, specified bid forms and affidavits, State Bar membership or license evidence, and agreement to the model legal services contract. The proposal narrative is limited to five pages, excluding the cover page, required forms, and attachments.
