Description
The Commonwealth of Kentucky Department of Criminal Justice Training is seeking three attorney/trainers under separate contracts to support moot court sessions during the final week of the Basic Training Academy. Trainers will act as defense attorneys in mock trial settings, review students’ paperwork and materials, cross-examine students regarding their testimony, and critique their courtroom performance. Sessions address search and seizure, the penal code, and criminal statutory law, with classes ranging from 15 to 42 students and up to 13 four-hour sessions per attorney/trainer per fiscal year. Offerors must provide a resume, proof of a Juris Doctorate from an American Bar Association-accredited law school, a license to practice law in Kentucky, and evidence of either at least three years of sworn law-enforcement experience or at least three years of criminal-court experience. Each attorney/trainer must be certified as an instructor by the Kentucky Law Enforcement Council or obtain a waiver within 60 days of award. The technical proposal is the resume, and the cost proposal must state the price per four-hour session, including travel, meals, lodging, and incidental expenses. The initial contract term is November 9, 2026, through June 30, 2028, with up to two additional two-year renewal periods.
