Description
The Metropolitan Development and Housing Agency is establishing a pool of qualified outside counsel through multiple master legal-services contracts. Services may be requested for MDHA and related entities on an as-needed basis across practice areas including board counsel; bond and financial matters; commercial and residential real estate; employment and labor relations; payroll, tax, and employee benefits; affordable housing; fair housing and landlord-tenant matters; grievance hearings; bankruptcy; construction and procurement; commercial transactions; and corporate governance. Proposers may submit for one, several, or all practice areas. MDHA anticipates multiple awards by practice area, with no guaranteed assignments, minimum compensation, exclusivity, or minimum workload. The initial term is one year from the effective date, with up to four additional one-year renewal options. Proposals must include a technical proposal, practice-area and key-personnel information, qualifications and experience, staffing and matter-management approaches, conflicts and ethics disclosures, diversity information, three comparable references, hourly rates and alternative fee terms, and required representations and certifications.
