Description
The California Department of General Services, Office of State Publishing, is soliciting printing and mass mailing services for IRS Form 1095-B packages. The contractor must provide labor, equipment, materials, digital printing, proofing, folding, inserting, address processing using National Change of Address and Coding Accuracy Support System procedures, coordination of USPS mail drops, and delivery to USPS facilities. The work includes English and Spanish versions, contractor-supplied paper, booklet envelopes, and processing of approximately 4,000,000 to 18,000,000 packages annually. Services will be performed remotely and must comply with HIPAA, privacy, data-security, and mailing requirements. The contractor must provide daily status reports, shipment documentation, proofs before production, and secure handling of personal and protected health information. The anticipated contract term is three years, with two optional one-year extensions. Bidders must submit the required bid forms, references, proof of insurance, cost sheet, and certifications, and must meet a 3% Disabled Veteran Business Enterprise participation requirement.
