Description
The City of Kingston, New York is seeking qualified development teams through a Request for Expressions of Interest to redevelop two city-owned parcels at 32 Abeel Street and 33-39 Abeel Street in the Rondout neighborhood. The City seeks respondents with the vision, experience, technical expertise, and financial capacity to advance its planning objectives and serve a public purpose through context-sensitive development in the Rondout-West Strand Historic District. Housing is one possible outcome, and the City encourages applicants to maximize affordable housing opportunities, including units serving households below 80% of area median income, but no specific unit mix is prescribed. Addendum No. 1 confirms that the City may consider nominal consideration such as $1, may defer closing until financing is committed, and may consider a ground lease, phased conveyance, or license agreement for predevelopment activity. The City prefers to transfer ownership within three to six months but will consider alternatives. Existing planning materials are available through the City's planning resources, and respondents must submit proposals for both parcels addressing their vision, execution plan, team, experience, and financial capacity. The addendum also schedules a second optional site tour for September 23, 2026.
