Description
The City of Albany is seeking qualified legal counsel to represent its interests in real property tax assessment review and tax certiorari proceedings under Article 7 of the New York Real Property Tax Law. Services include reviewing petitions and pleadings; preparing answers, motions, discovery, and other legal papers; monitoring deadlines; appearing at conferences, hearings, motions, trials, and appeals; analyzing appraisal and valuation evidence; advising on assessment methodology, exemptions, classifications, and equalization; evaluating litigation exposure; negotiating settlements; and providing related legal advice. The selected firm must be authorized to practice law in New York, with attorneys admitted and in good standing in New York State, and must demonstrate substantial tax certiorari, municipal, litigation, and valuation-related experience. The proposal must include qualifications, assigned personnel, licenses and certifications, at least three references, a signed cover letter, relevant experience, subcontracting information, governmental engagements from the past five years, and any proposed MWBE participation. A separate cost proposal is required, with pricing potentially based on hourly rates, flat fees, per-matter fees, or alternative arrangements. The contract is expected to run from approximately October 2026 through December 31, 2027, with two one-year extension options.
