Description

The U.S. Fish and Wildlife Service is soliciting a firm-fixed-price commercial services contract for one temporary modular office building at Neal Smith National Wildlife Refuge. The approximately 36-by-56-foot unit must include two ADA-compliant restrooms, a kitchen, four private offices, a conference room, open workspace, a secure closet, accessible ramps, electrical distribution, required utility connections, and low-voltage wiring for phone and data. Office furniture is not required. The contractor must furnish labor, equipment, materials, transportation, and supervision for delivery, installation, modification, anchoring, utility hookup, maintenance, removal, and site restoration. A new or refurbished building restored to like-new condition is acceptable, and minor dimensional or layout deviations are permitted if required rooms, functionality, and approximate square footage are maintained. The contractor is responsible for field-verifying utilities, underground utility work, winterization, and compliance with applicable codes and ADA requirements; compacted gravel may satisfy the requirement for level, slip-resistant ramp landings. The quotation must include floor plans or drawings, a written description of the proposed office space, a written installation and setup plan, a completed price schedule, applicable representations and certifications, and acknowledgment of Amendment 0005. Mock-ups and photographs are no longer required. This is a rental contract rather than a construction contract, and bonding is not required. The period of performance is November 30, 2026, through November 29, 2029, with the office expected to be fully set up, including utilities, when the contract begins.
