Description
The United States Coast Guard is conducting market research and acquisition planning for the Response Boat-Small Third Generation (RB-S III), a commercial multi-mission vessel intended for search and rescue, maritime security, migrant interdiction, and other law-enforcement missions. The anticipated requirement includes designing, building, testing, and delivering up to 400 boats for the Coast Guard and up to 100 modified variants for other federal agencies, along with trailers, logistics support, technical documentation, configuration management, supply support, warranty support, crew familiarization, and related testing. The planned procurement uses a two-phase methodology. Phase I is expected to evaluate technical, management, and conceptual design proposals and award up to four IDIQ contracts. Phase II would require each awardee to complete detailed production design, build one demonstration vessel, and participate in a government-conducted in-water demonstration; one contractor may then receive subsequent production orders. The draft requirements specify aluminum hull construction, twin gasoline outboard engines, integrated navigation, communications, electro-optic/infrared camera, electrical, safety, weapon-mount, and other marine systems, plus a custom trailer. The anticipated ordering period is ten years, consisting of a five-year base period and one five-year option period. This notice is a presolicitation and does not request proposals or make an award.
