Description
The City of Pensacola is requesting qualifications from firms to assess the structural condition and sustainability of Berth 6 at the Port of Pensacola. The scope includes underwater inspection of the steel sheet-pile bulkhead, prestressed concrete batter piles, reinforced-concrete cap and wall, and prestressed concrete dock piles from the mudline to the underside of the dock superstructure. The work must be performed by licensed commercial divers holding Association of Diving Contractors and Federal Highway Administration Underwater Bridge Inspection certifications. Services include a minimum Level 1 visual inspection under the American Society of Civil Engineers Waterfront Facilities Inspection and Assessment Manual, ultrasonic thickness measurements of the steel sheet piling, video documentation where needed, above-water damage photographs, condition and damage ratings, and a comprehensive written assessment report. The solicitation is for an assessment rather than a design or engineering survey, and the report does not need to be signed and sealed by a Florida-licensed professional engineer. Respondents must demonstrate relevant marine underwater experience, proposed staff qualifications, project approach, local port knowledge, scheduling, cost and quality-control methods, and any subcontractor or third-party support.
