Description
Shasta County is soliciting proposals from qualified firms to provide technical review, processing, redaction, quality assurance, and production support for video and related recordings responsive to California Public Records Act requests. Work may involve hundreds or thousands of hours of security-camera footage and may include identifying responsive footage, documenting timestamps, blurring faces and license plates, redacting personally identifying or sensitive information, processing and exporting files, and organizing production sets for the County’s public-records management system. The contractor must preserve original records, maintain an auditable chain of processing, protect confidential County data, describe its security and data-handling practices, support commonly used and proprietary video formats, and provide scalable routine, high-volume, expedited, and emergency processing capabilities. The County will retain responsibility for legal disclosure and redaction determinations, and human review is required for automated or AI-assisted redactions. The solicitation requests a technical proposal, qualifications and experience information, personnel details, methodology, quality-control and security narratives, subcontractor disclosures, a completed cost proposal, and required portal responses and certifications.
