Description
The United Nations Development Programme in Lao PDR seeks a national consultancy firm to produce a maximum five-minute, high-definition video explaining the UN Convention on the Rights of Persons with Disabilities. The assignment includes content review, concept development, storyboard and script preparation, filming, interviews, narration, simple animations and graphics, stakeholder pre-testing, revisions, and final delivery optimized for online and broadcast platforms. The video must be produced in Lao with Lao and English subtitles, embedded and SRT subtitle files, integrated Lao Sign Language interpretation, clear audio, and accessible, easy-to-understand visuals. The interpreter must occupy at least 25% of the screen and be properly lit, positioned, and synchronized. The contractor must provide final and editable source files, consult at least two Organizations of Persons with Disabilities, supply its own production equipment and software, and submit a technical proposal, workplan, team CVs, company and project experience, registration documentation, financial statements, client performance certificates, and a fixed-price financial proposal. The assignment is expected to require 25 working days over a five-month contract period.
