Description
The Federal Emergency Management Agency is soliciting firm-fixed-unit-price quotations for Level II armed protective security officer services supporting Disaster Region 4930-MS. The contractor must provide up to 20 qualified armed officers, including an initial availability of 20 officers and the ability to provide up to 18 vetted officers within 24 hours of the contract effective date. Services include access and egress control, security screening, visitor processing, patrol and emergency response, traffic control, incident reporting, and protection of FEMA employees, visitors, and property at temporary and fixed facilities throughout Mississippi. The contractor must furnish qualified personnel, management, supervision, training, uniforms, firearms, ammunition, ballistic vests, equipment, licenses, permits, insurance, screenings, and required records. The quotation must include separate technical and business/price volumes, a technical approach, past-performance information for three to five similar projects completed within the past five years, a work and staffing plan, project management and oversight plan, business continuity plan, transition plan, use-of-force policy or guidelines, weapons roster, equipment and inventory documentation, financial-condition statement, and pricing on the provided exhibit. The contract has a three-month base period from September 17, 2026, through December 16, 2026, with one three-month option period from December 17, 2026, through March 16, 2027.
