LEGAL NOTICE Notice is hereby given that the Health Services, Health & Education (HSH&E) Committee of the Steuben County Legislature and the Commissioner of the Steuben County Department of Social Services (DSS) will receive sealed competitive proposals per specifications to Open and Operate a Warming Center; document #GC-26-024-P. Requests for proposal forms, scope of services and general provisions are available at the Steuben County Purchasing Department, 3 E. Pulteney Square, Bath, N.Y. 14810. These documents are also available on the Steuben County website, www.steubencountyny.gov. Interested parties assume all responsibility to acquire information and forms. To be considered, proposals must be submitted on Steuben County forms and delivered in a sealed opaque envelope. Proposals will be received at the Purchasing Department until 1:30 P.M. local time on November 16, 2026; at which time proposals will be opened and acknowledged as received. Description
Steuben County is requesting proposals to open and operate one or more warming centers in Steuben County during the Code Blue Season from December 1, 2026, through April 15, 2027, with up to four additional 12-month renewal terms. Centers must be centrally located near bus routes, grocery stores, and other services and must accommodate homeless, situationally homeless, and transient individuals. Operations are generally required daily from 5:00 p.m. to 9:00 a.m., with 24-hour operation during periods of extreme cold when sustained daily temperatures are below 32°F. Capacity may be up to 30 adults per location, with multiple locations potentially awarded. The scope includes cots, showers, laundry access, snacks, light meals, microwave and water access, transportation to the center and necessary services, referrals, needs assessments, HMIS reporting, incident reporting, confidentiality, accessibility and language services, and culturally sensitive and trauma-informed practices. Contractors must provide supervision, trained private security, de-escalation and Narcan training, admittance, evacuation, and emergency procedures, metal detectors or equivalent safety controls, safety locks, surveillance cameras, and facilities that comply with applicable building and fire codes. Proposals are evaluated on cost, service description, relevant experience, staffing and security, accommodations, transportation, and facility standards.
