Description
Monroe County and the City of Rochester, New York, are jointly issuing this Request for Proposals (RFP) to solicit proposals from developers, non-profits, housing service providers, and other agencies to administer programs funded by the HOME-American Rescue Plan (HOME-ARP). The funding, totaling $4.3 million for the County and $8.98 million for the City, is intended to serve qualifying populations including individuals and families who are homeless, at risk of homelessness, fleeing domestic violence, or otherwise at risk of housing instability. Eligible activities include: acquisition and development of non-congregate shelters; development of affordable rental housing; provision of supportive services; non-profit operating expenses (County funding only, capped at 5%); and non-profit capacity building (capped at 5%). Funding is provided on a first-come, first-served basis until funds are committed or December 31, 2026, with applications reviewed continuously. Proposals must be submitted electronically via shared drive to the provided contacts. The RFP includes detailed requirements for proposal content, evaluation criteria, and certifications.
