Description
The City of Rochester is soliciting professional planning, public engagement, civil engineering, environmental review, and design services for a federally funded Safe Streets and Roads for All project. The scope includes transportation-data program recommendations; an emergency rapid-response program; safety-countermeasure and design-guidance checklists; post-implementation safety-evaluation procedures; traffic-policy recommendations; enhanced pedestrian, accessibility, and Complete Streets standards; updated design details and specifications; and completion of the City's remaining citywide sidewalk and curb-ramp ADA condition assessment, covering approximately 600 miles of sidewalks and about 8,500 curb ramps. The consultant will also develop and implement a traffic-calming demonstration project using temporary or semi-permanent interventions such as curb extensions, pedestrian-refuge islands, chicanes, traffic circles, speed humps, and tabled crosswalks. Required services include public engagement, environmental reviews, design reports, cost estimates, contract documents, bid-ready plans, bidding and award support, and construction support; resident project representation is excluded. CAD files must use MicroStation and OpenRoads/InRoads software. The total project budget is $1,000,000, and the proposal must not include design fees but must include staffing assignments, estimated personnel hours, and reimbursable expenses.
