Description

The U.S. General Services Administration is soliciting a qualified general contractor for the Keating Courthouse Hardening Phase II construction project. Work includes site demolition; asphalt and concrete paving; curbs, fencing, gates, and landscaping; storm drainage; windows and riot-glass security glazing; security systems; and electrical work. The contractor must furnish all labor, materials, tools, and equipment and perform the work while maintaining building security and operations. The existing access-control system is Gallagher, and the contractor or a subcontractor must be Gallagher certified; certification documentation is required post-award. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside using a Lowest Price Technically Acceptable process and will result in a firm-fixed-price construction contract. Technical acceptability includes experience on three completed, similar building-construction projects performed within the past 10 years, each costing at least $1,000,000 and involving a building of at least three stories; three past-performance questionnaires for projects within the past 10 years; and resumes for key personnel and proposed subcontractor management or supervisory personnel. The base bid must be submitted on the signed SF 1442, with separate pricing for Bid Option No. 1. The contractual period is 240 calendar days after issuance of the Notice to Proceed to achieve substantial completion, followed by 60 calendar days for contract closeout. Performance and payment bonds and a bid guarantee are required. Disruptive work must occur outside normal working hours with prior approval, and temporary fencing must secure any perimeter opening at the end of each workday.
