Description
The City of Norwich is soliciting proposals for the purchase and development of the merged property at 327 Main Street, formerly consisting of two parcels. Proposers must provide the owner or entity's name, address, and experience; explain the intended use and development dates; describe funding sources and related conditions; provide an implementation schedule; address parking; and state the purchase price and any associated terms. The proposed purchase price is expected to be at least the property's assessed value. Proposals will be evaluated on appropriate use, design compatibility, feasibility, proposer qualifications, operations and performance history, economic impact, and purchase price. The property is located in the Downtown Norwich National Historic District, and any development must comply with applicable planning, zoning, building-code, and other regulatory requirements. The solicitation includes preliminary development test-fit studies and requires a non-collusion affidavit. The City may require proposers to present their proposals and may negotiate with one or more purchasers before selection.
