Description
The City of Council Bluffs is seeking proposals from developers to purchase and develop approximately 2.22 acres at the southeast corner of Mohawk Street and Comanche Street in the East Manawa subdivision. The site is intended for low-density, two-family attached residential development, with affordable, market-rate, or mixed-income units permitted. The city will sell lots for $35,000 per lot or side, and developers may propose development of fewer than all available parcels. Proposals must include a completed Proposal Cover Page, project summary, scaled plot plan, supporting design materials such as elevations, renderings, photos of similar projects, and typical floor plans, developer experience, project timeline, financial summary with proposed costs, funding sources and a minimum 10-year pro forma, and project contingencies. The selected developer must prepare detailed plans for review by the City Planning Commission and approval by City Council before construction. New housing must meet applicable city codes, the 2012 International Energy Conservation Code, and the East Manawa planned residential development standards, including specified lot, setback, coverage, height, architectural, parking, landscaping, and access requirements. Occupancy is targeted for on or before December 31, 2028.
