California State University, Sacramento is soliciting proposals for a provider to furnish, install, commission, operate, maintain, and support three new digital billboards at no cost to the University. The scope includes a highway-facing billboard and two campus billboards, along with all required hardware, software, structural and electrical systems, communications, permits, testing, commissioning, training, warranties, content-management capabilities, and documentation. Ownership is expected to transfer to the University upon final acceptance. The provider must market and sell University-approved advertising, manage advertiser relationships and scheduling, collect advertising revenue, remit a Minimum Annual Guarantee and revenue-sharing payments, and provide monthly, quarterly, and annual financial and operational reporting. Services also include preventive and corrective maintenance, system monitoring, emergency and public-safety messaging support, cybersecurity controls, financial administration, and ongoing business reviews. The procurement uses a two-phase best-value process: Phase I requires a technical proposal, while shortlisted firms submit a separate financial proposal and participate in an in-person oral presentation and interview. Installation work must comply with applicable California public-works and prevailing-wage requirements.
