Description
Westchester County, through its Department of Public Works and Transportation, is seeking proposals from qualified vendors to market and manage advertising on the Bee-Line system. The selected licensee will receive exclusive rights to solicit, sell, install, and maintain advertising on 325 fixed-route buses and 123 paratransit vehicles, including King Kong displays, full wraps, full-back treatments, and car cards. The scope also includes developing an advertising-acceptance policy, submitting advertisements for County approval, providing a rate card, billing and collecting advertising revenue, and removing existing advertising installations when required. Shelter advertising is excluded from the scope. The County will participate in revenue growth through a revenue-based proposal. The initial license term is five years, from January 1, 2027, through December 31, 2031, with a County option for one additional five-year period. Proposals must demonstrate transit or bus advertising experience, including at least five years of relevant experience in the tri-state area, and must include a detailed work plan, staff qualifications, references, and completed revenue proposal. The County clarified that firms outside the United States may not apply or perform the work, and that proposals must be submitted as hard copies and an electronic copy rather than by email.
