Description
The Florida Department of Children and Families, Substance Abuse and Mental Health, is issuing a Request for Proposals for providers to supply multiple formulations of emergency opioid antagonist products and resources for the Overdose Prevention Program. The program distributes free emergency opioid antagonist kits, such as naloxone, and provides overdose recognition and response training to individuals at risk of experiencing or witnessing an opioid overdose. The selected provider must supply all awarded products and services from the first day of the contract, including intranasal products in 2.7mg, 3mg, 4mg, and 8mg formulations; luer-lock prefilled syringes; prefilled syringes with attached needles; 10mg auto-injectors; and vials. The provider must support ordering and reporting through a portal, provide account management and monthly reports, maintain at least 30 months of remaining shelf life at shipment, and ship products to approximately 1,500 enrolled distributors. Educational materials must be available in English, Spanish, and Haitian Creole. For 4mg products, respondents must document specified high-volume shipping capabilities and provide a redacted sample report and portal screenshots. Addendum No. 02 updates the response deadline to September 22, 2026, at 10:00 a.m. and the public response opening to 2:00 p.m.; the anticipated answers-to-questions date is September 8, 2026. All other solicitation terms remain in effect.
